Unfold each beef slice so that it is flat. Spread each slice with 1 tsp cheese and 1 tsp red bell pepper. Carefully roll up. Cut each roll into 4 pieces.
Place each beef roll on bagel chip, Garnish with parsley. Serve immediately.
