Preheat oven to 350, one rack in top third one rack in bottom third.
Sift together flour, powder, and salt in small bowl.
In stand mixer cream butter and sugar for 2 minutes on medium
speed. Add the egg and mix for another 30-40 seconds. Scrape
bowl. Add vanilla extract and milk and blend on low for 15
seconds. Add flour mixture and mix on low speed until just
incorporated. Chill the batter in the fridge before scooping.
Scoop the batter into tsp-sized balls and smush a little with palm of
hand. Bake 15-20 minutes, rotating pans halfway.
