In bowl, combine cake mix, eggs, and oil. Press 2/3 of cake mixture into greased 9x13 baking pan.
In microwave safe bowl, combine sweetened condensed milk, chocolate chips, and margarine. Microwave on high for 2-3 min until chocolate chips are melted and mixture can be stirred smooth.
Pour chocolate mixture over cake batter in pan and spread evenly.
Drop remaining 1/3 of cake batter on top by teaspoon.
Bake at 350 degrees for 20-25 min. Cool before cutting.
