Melt margarine in heavy saucepan. Mix cocoa in butter until smooth. Add 2 C. sugar and 1/2 C. milk. Stir together and bring to a boil over med-high heat. Boil for 1 minute.
Remove from heat and add peanut butter. Stir until dissolved. Add oatmeal and mix well.
Quickly drop by tablespoonfuls onto wax paper lined cookie sheets. Let sit on the counter until firm and you are able to pull the cookies off the wax paper without breaking the cookies.
