Mix herbs, rinse chicken and pat dry. Loosen skin on breast and rub spread under skin.
Place chicken breast side up on rack in roasting pan. Roast uncovered in 375 oven 30 min In a 1 1/2 qt dish. add carrots and onion toss with remaining herbs and oil, cover and place in oven for an additional 45 min or until chicken is no longer pink and chicken is tender. Add peas the last 15 min.
