Blend oatmeal packets, Splenda packets, baking powder, and cinnamon into a fine powder.
Pour into a small bowl and stir in vanilla extract and water until combined.
Preheat oven to 350° F while mixture thickens for 15 minutes.
Coat cookie sheet with non-stick cooking spray.
Spoon out mixture onto cookie sheet into 10 equal portions.
Press thin, into small rectangles.
Bake for 40 minutes.
Drizzle chocolate syrup over cookies.
Refrigerate overnight before serving.
