Preheat oven 350 degrees.
Mix oil, sugar and eggs (beat in eggs one at a time)
Sift together the flour, baking powder, baking soda, cinnamon and salt. Add flour mixture to the wet mixture (first mixture).
Fold in the grated carrots. Bake at 350 degrees for 35 minutes.
For the icing, beat the softened philly cheese and butter. Add the vanilla and incorporate. Beat in the confectioner's sugar, little by little. Add a little milk and a little lemon juice (to your taste.)
Spread onto cooled cake.
