Preheat oven to 350. Place ham cut side down on a foil lined roasting pan. Use a sharp knife score the surface of the ham in a diamond pattern. Place the whole cloves in the scored intersections.
Combine corn syrup, honey, butter, and pepper in the top half of double boiler, and heat untikl the butter melts and mixture is smooth, stirring occasionally. Keep this glaze in top of double boiler while baking ham.
Brush glaze over ham, cover with foil. Bake 1 hr 15 min at 325, basting every 10 to 15 minutes with the honey glaze. During last 5 minutes remove foil and turn on broiler to carnmelize th eglaze. Watch carefully during broiling.
Remove ham from oven, cover with foil, let sit 10 minutes before serving.
