Brown the beef. Drain and return to pan. Mix all dry ingredients together. Add the dry ingredients to the browned beef. Add 1/2 cup of water and simmer on low for several minutes. Gradually add the remaining water and stir until blended. Simmer on medium low for about 15 minutes. Dress your hot dogs and cover with beef.
