In a medium size pot combine the water, sugar and butter and
place on medium heat. Stir the contents until the sugar and butter
have dissolved.
Once the contents have dissolved take the pot of the heat. Add
the evaporated milk and the cacao. Keep stirring until the
evaporated milk and cacao melts into the mixture.
Start with one wafer at the bottom, place enough chocolate
mixture to cover the wafer and repeat the process until the
chocolate mixture finishes.
