In a large pot with tight fitting lid, toss together cabbage, apples and onion. Add water, vinegar, sugar, (start with the smallest amount of sugar and vinegar, adding more towards the end if needed) salt.
Place the peppercorns, allspice, cloves and bay leaf on a double thickness of cheesecloth; bring up corners of cloth and stir with kitchen string to form a bag. Add spice bag to pot. Bring to a boil. Reduce heat; cover and simmer for 2 - 4 hours. Remove spice bag.
You can also make this in a crockpot. Mix all ingredients in the crockpot and cook on high or about 4 hours and turn to low for another 4 hours or so.
