-Filling-
Melt in microwave, milk and chocolate. Let stand 1 min then stir in vanilla.
-Crust and Topping-
Put next 5 ingredients in a bowl, beat until fluffy, add flour, stir in oats. Then press 2/3 in the bottom of pan. Spread evenly with the chocolate. Sprinkle with the remaining topping then add chips. Bake at 350 for 25 minutes.
