Heat oven to 400F .
In an oven safe pan, this is a layered baked dish, I use a 9x11. Slice potatoes like chips, dice onions and open mussels so there is only one half with the mussel. Drizzle olive oil in the pan to start, then a layer of potatoes, sprinkle onions, about 10 cherry tomatoes squeezed,italian parsley, pepper.
Drizzle olive oil next, then cover with grated parmesan, next layer is the halved mussels, then the arborio rice. Another layer of potatoes, onions,10 tomatoes, parsley, pepper, cheese and then another drizzle of olive oil. Last step is to make the salt water.
Every size is different per pan so there are no amounts here. But you need to cover the entire dish in warm water with salt. So start with 3 cups of water and add 3 t salt. If you need more (1 cup warm water-1 t salt). Place in oven for 1 hour uncovered. Really great dish!
