Combine 2 cups flour, oats, sugar, soda, and salt in bowl. Stir in butter. Reserve 1 cup.
Press rest into 9x13 pan.
Bake at 350 degrees for 15 minutes. Remove and sprinkle with chips and nuts. Combine caramel topping and 1/3 cup flour and drizzle over top. Sprinkle with crumb mixture.
Bake for 20-25 minutes more. cool in pan on wire rack.
