Preheat oven to 350 degrees. Lightly spray a 9x13 baking dish. Mix browning mix for cake like brownies. Bake for 35-40 minutes. In a small bowl combine cream cheese and powdered sugar, whisk until smooth. Add food coloring and spread evenly over the cooled brownies. Coursely chop 18 mints and sprinkle over the filling. Melt the remaining mints adn drizzle over the crushed mints.
