Throw all into crock pot for 4 hours high or 8 low.
OR - Brown beef with the oil.
After beef is browned, put to medium heat and add onion, carrot, and parsnip. Cook until onion is soft, then add garlic and flour (stir).
Slowly add wine and increase heat to high. Stir in broth, bay leaves, and thyme. Bring to simmer, cover, reduce heat, and cook for 1.5 hours. Discard bay leaves and thyme and add potatoes, cook for another 45 minutes or until done.
