In a large frying pan combine 4 cups water, sliced onions, sugar,
raisins and vinegar.
Sprinkle with black pepper and a handful of salt.
Add in pepper corns, bay leaves and bring to a boil.
Add fish and cover it and lower the gas.
Keep on each side approximately 5 minutes.
