Mix first four ingredients for meatballs. Shape into 1 in balls and brown. Set aside.

In sauce pan, saute inions and garlic in oil until tender. Blend in flour. Gradually add broth, stir constantly; bring to a boil. Cook and stir 1-2 minutes or until thickened.

|
Add tomatoes, paste, meatballs, and carrots. Bring to a boil. Reduce head; cover and simmer 30 minutes.

|
Add remaining ingredients and bring to a boil. Reduce heat; cover and simmer for 10-15 minutes or until vegetables are tender.
