In bowl, prepare filling by combining potatoes, carrots, onion, ground chuck, suet, salt and pepper and sugar.
Divide pastry into 8 portions. Keep covered. On lightly floured surface, roll out balls to circle 1/8 inch thick & 8 to 10 inches in diameter.
Place 1-1/2 t of butter on pastry. Pack with filling on half of circle. With pastry brush & water, dampen edge of filled dough. Fold half over other half to make half-moon shape, seal and flute edges. Slide onto cookie sheet with parchment paper. Repeat with remaining dough ball to make 8 pasties.
Can freeze at this point on cookie sheet and then wrap individually in foil.
To bake, open foil, cut 4 small slits on top of pasty. Place foil and pasty on oven rack, put cookie sheet on rack below.
Bake unthawed at 450 degrees 45 min. Reduce heat to 350 and bake a bout 1 hr 15 min or until browned. Start checking after about 45 min.
