Preheat oven to 350.
Combine mashed potatoes, sour cream, milk and
garlic powder in large bowl and mix well.
Spoon 1/2 the mixture into greased 2 qts baking
dish.
Sprinkle with 2/3 cups fried onion rings and 1/4
cup cheese.
Top with remaining potato mix.
Bake 30 min.
Sprinkle with remaining 1/3 cup french onions and
1/2 cup cheese.
Bake five minutes or until onions are golden.
