Mix flour, sugar, cocoa & 1/2 c milk together in a bowl. Set aside. Pour remaining 2 c milk in saucepan & heat. Stir in chocolate mixture. Cook & stir until thickened. Remove from heat, add margarine & vanilla. Serve over hot buttered biscuits. Mom used to make this for breakfast when we were kids.
