Cover tray with wax paper. In small microwave safe bowl, melt 2/3 c chips in 30 sec increments, until chips are melted. With a mixer, beat butter, whipping cream, and vanilla until fluffy. Gradually blend in 1 cup powder sugar until mix holds its shape(refridgerate if necessary). Shape mixture into 1 inch balls and place on prepared tray. Refrigerate until balls are firm and dry (several hours or overnight).
