Cream butter, sugar and brown sugar in large mixer bowl until light and fluffy. Add egg and vanilla; beat well. Combine flour, baking soda, baking powder and salt; add alternately with buttermilk to creamed mixture. Stir in mini chips. Drop by teaspoonfuls onto ungreased cookie sheet. bake at 350 degrees for 10 to 12 minutes or until lightly browned. Remove from cookie sheets; cool on wire racks.
