Mix all the above ingredients. Pat ½ of the mixture in a 9x13 pan. Keep the other ½ for topping.
Melt the following ingredients in a saucepan-
1 pkg 6 oz chocolate chips
1 can sweetened condensed milk
1 Tbsp butter
¼ tsp salt
1 tsp vanilla
Spread over crust. Sprinkle the remaining crust mixture over top. Bake at 350 for 25 minutes.
