Preheat oven to 375 degrees.
Cream together butter and sugar. Add egg and vanilla. Beat. Add dry ingredients. Beat until moistened. Shape into tsp. balls. Roll in sugar. Bake on ungreased cookie sheet for 10 min. Remove and press chocolate kisses in the center of the cookie.
