Mix together first layer ingredients. Press into
9x13 inch pan. Bake 10 minutes at 300 degrees. Let
cool. Mix cream cheese and sugar until light and
fluffy. Fold in cool whip. Spread over first
layer. Dissolve jello in water. Add strawberries
and slightly mash them while they thaw in hot
water. Pour carefully over second layer. Chill
until set.
