In a paper bag combine the flour, 1 tsp. salt and dash pepper. Shake meat pieces until coated with flour, shaking off excess. Heat oil in frying pan over medium high heat. Brown meat on all sides in salad oil. Drain excess oil. Combine ketchup, sugar, vinegar, water, worcestershire,and remaining salt. Pour over meat. Add onion. Cover reduce heat to low and simmer gently for 1 hour or until meat is tender stirring once or twice. Add carrots cut into 3/4 inch chunks and cook about 40 minutes until meat and carrots are tender.
Serve over cooked egg noodles
