Sift together flour, baking soda, cinnamon and salt. In a large mixing bowl, cream together butter and sugar. Add eggs, beating well in between each addition. Stir in shifted-dry ingredients, quick outmeal and raisins.
Shape into small balls and roll in podered sugar. Flatten with a glass and place on greased cookie sheet. Bake in a 350 degree gas oven for 10 to 12 minutes.
