In sauce pot, stir together water, chicken broth, chili powder, salt, paprika, pepper, oil and garlic. Bring to a boil, add rice. Cover, cook low heat 15 minutes.
Stir in remaining ingred. except onions, peas and shrimp. Continue cooking uncovered until liquid is absorbed and rice is tender. 10 - 15 minutes. Stir in remaining ingredients, continue cooking until heated through 4 - 5 minutes.
