Combine potatoes, celery, onion, garlic, broth and water in a large pot.
Bring to a boil and simmer for an hour, or until the celery is very
soft. Salt and pepper as desired.
Using an emersion blender, blend the soup to create a creamier texture.
Blend to the desire of creaminess. Add in the whipping cream and simmer
until you want to serve. Add in parley 10 minutes before serving.
Serve with cheese, green onion and bacon.
