Ingredients
1 large onion, chopped
1 1/4 c plain bread crumbs
1 small green pepper, chopped
3/4 c carnation instant nonfat dry milk
2/3 c water
1/2 c catsup, divided
2 large eggs, lightly beaten
1 T dried parsley
1 t ground black pepper
 
1 T garlic salt
3 lbs ground beef

Instructions
Preheat oven to 375 degrees. Combine onion, bread crumbs, bell pepper, dry milk, water 2 T catsup, eggs, parsley garlic salt, & black pepper in large bowl.
Add ground beef; mix lightly but thoroughly. Divide meat mixture in half & shape into 2 loaves. Place in ungreased 9 x 13 baking dish. Flatten loaves on top. Cover w/remaining catsup.
Bake for 55-60 minutes or until no longer pink in center. Let stand 10-15 minutes before serving.
