Mix margarine, sugar, brown sugar, eggs and vanilla together well. Then add flour, cocoa, baking soda and salt. Dough will be stiff and needs to be mixed by hand. Take 1 tsp. of dough, flatten and wrap around 3-4 mini marshamllows. Roll in hand to reform a ball and roll in sugar. Bake for 6-8 minutes on greased cookie sheet at 400 degrees. Cookies will be cracked on top.
