In a mixing bowl, combine beaten eggs, sugar, cocoa, cooking oil, baking powder, and vanilla. Gradually add flour to chocolate mixture stirring until thoroughly combined. Cover and chill for 1 to 2 hours.
Shape dough into balls. Roll balls in powdered sugar and place on an ungreased cookie sheet. Bake in oven at 375 degrees for 8 to 10 minutes. Cool cookies on a wire rack.
