Blend together butter, oil and sugars. Add eggs, beat for one minute. Add vanilla, mix well. Add flour, baking soda and cream of tartar, stir until smooth.
Drop by tsp. onto ungreased baking sheets.
Bake for 8 - 10 minutes, or until lightly browned.
