Preheat oven to 350 degrees and spray with cooking spray.
In a bowl stir together all ingredients except for chicken and white wine and dry onion mix. Transfer to baking dish, arrange chicken breast on top of rice mixture and pour white wine over all. Sprinkle onion mix over all.
Bake covered 1 1/2 hrs until chicken is no longer pink, If chicken is still frozen extend cooking time
