Combine margarine, peanut butter, brown sugar and powdered sugar; mix well. Press into 9 x 13" ungreased pan.
I prefer to make little balls and press into paper-lined tiny muffin cups.
Melt margarine and stir in chocolate chips. Spread over top of peanut butter mixture.
Refrigerate to harden.
Let stand at room temperature for 1 hour before cutting into squares.
