Streusel- Stir brown sugar, flour and cinnamon in a small bowl. Cut in butter until crumbly; set aside.
Muffins-
Lightly grease muffin cups; set aside.
In medium mixing bowl stir together flour, sugar, baking powder and salt. Make a well in the center.
In a small mixing bowl, combine egg, apple cider & oil; add all at once to flour mixture. Stir just until moistened. (batter should be lumpy)
Spoon about 1 T. of batter into each muffin cup. Sprinkle 1 t. of brown sugar mixture over each. Fill with remainng batter. Sprinkle tops of muffins with remaining streusel. Bake in a preheated 400 oven until golden brown, about 20 minutes. Remove from pans; cool slightly on rack.
