Combine sugar, butter and milk in a heavy 2-3 qt saucepan, bring to a full rolling boil, stirring constantly. Continue boiling 5 minutes over medium heat, stirring constantly. Remove from heat; stir in chocolate chips. Add marshmallow creme, vanilla and nuts (if desired.)Beat until well blended. Pour into a greased 9x13 pan.
