Combine turkey, whoand crushed fennel seed, red pepper, salt, pepper and garlic in a large bowl. Mix thoroughly with hand to distribute spices evenly.
Shape into 16 patties. Refrigerate , covered, up to several hours.
To Cook- Lightly oil bottom of large skillet. Add just enough water to cover bottom. Add patties; making sure they don't touch. Cook uncovered over medium heat turnig once until browned & cooked through 10-15 minutes.
