In a 5 Qt Dutch over, over med/high heat, saute
ground beef with onions until meat is brown and
onions are transparent. Add Bell Pepper, Celery,
seasonings, Tomatoes, Tomato paste and stir.
Reduce heat to low, cover and simmer for 15 minutes.
While simmering, cook rice according to package directions.
Add Pinto Beans, cover and simmer for 30 minutes.
Adjust seasonings, if needed.
If Chile becomes too dry, add a little water, beer or juice from pinto beans to reach desired consistency.
While simmering, prepare garnish.
Serve over hot Rice and garnish with shredded
Cheddar cheese, green onions, lettuce and Fritos.
