Bring water to a boil.
Add rice, salt, cinnamon and lemon peel.
Simmer until water is absorbed.
Remove the cinnamon stick and lemon peel.
Add sugar and milk; Continue boiling until the mixture is the consistency of custard.
Bring to boil. Then simmer about 5 minutes, stirring constantly.
Pour into individual cups or a greased mold and chill thoroughly.
