Boil potatoses until fork tender; drain, cool and peel. Slice thin itno Dutch oven or large baking dish.
Fry bacon; remove from pan.
Saute onion in grease until golden.
Mix flour, sugar, salt and pepper in a medium bowl.
Add vinegar and water; Stir until smooth.
Stir in onion, bacon and celery seeds.
Heat over low heat, stirring until slightly thickened.
Pour over potatoes; mix thoroughly.
Either store in refrigerator for several days to develop flavor and heat later; OR heat in oven or crock pot right away.
Heat at 350 degrees until hot and bubbly.
