Dip cookies, one at a time, in milk; shake off excess milk. Press into the bottom of pan (any size you prefer) making one layer. Spread a layer of Cool Whip. Repeat soaking cookies and layering of cookies and then lay of Cool Whip.
Depending upon the depth of the pan and amount of cookies, layers will vary but always end with Cool Whip on top. Refrigerate.
