Combine butter, sugar and water in saucepan, bring just to a boil, remove from heat. Add chocolate chips and stir until melted. Add vanilla, eggs 1 at a time, and flour mixture.
Spread half of mixture in greased 9x13 pan. Add Hershey bars and then spread the remainder of the batter. Top with nuts
Cook for 35-40 minutes at 325.
