Boil noodles to soften them, don't cook them totally. Brown the meat and add the taco seasoning to it.
Put a small layer of salsa on the bottom of 9x13 pan (just to keep the noodles from sticking). Layer lasagna noodles, meat, lasagna noodles, refried beans, cheese
Bake at 350 for 45 mins or until cheese is good and melted.
