     Pasta Salad with Sweet Peppers and Dill

3 1/2 cups Rotini OR 1/2lb (250g) flat egg noodles
1/4lb (125g) snow peas or green beans
3 cups (750ml) cauliflower, in small pieces
1 cup (250ml) thinly sliced carrots
2 sweet peppers (color combination encouraged), chopped
2 green onions chopped
2 cloves garlic minced
1/3 cup (75ml) red wine vinegar
1 tbsp (15ml) granulated sugar
1/3 cup (15ml) corn oil
3 tbsp (45ml) water
Salt and freshly ground pepper

In a large saucepan of boiling water, cook pasta until aldente (tender but firm, start tasting after 5 minutes for dry pasta, 2 minutes for fresh pasta). Drain and rinse in cold water. Blanch snow peas or green beans in boiling water for 2 minutes. Drain and rinse with cold water. cut diagonally into 2 inch / 5 inch lengths. In a large bowl, combine cauliflower, carrots, peppers, green onions, dill, snow peas and pasta. Toss to mix.
Dressing- In a food processor or a bowl, combine garlic, vinegar and sugar; mix well. while whisking or processing, gradually add oil and water; mix well. Pour over salad and toss to mix. Add salt and pepper to taste.
