Preheat oven to 400 degrees. Combine oatmeal, evaporated milk, and salsa in a small bowl and set aside. Sautee diced onion in a small pan sprayed with nonstick cooking spray over low to medium heat, just until translucent, then pour into another bowl to cool. Once the onions are cooled (about 5 minutes), add ground beef, oatmeal and milk mixture, and egg beaters. Mix until well combined. Evenly distribute mixture into a cupcake tin, and bake at 400 for 30 minutes.
