Brown hamburger with onion and garlic in butter. Add salt, pepper, chili powder, and tomato sauce. Alternate layers of flour tortillas, meat suace and 1 1/2 c cheese in a casserole dish. Sprinkle the remaining 1/2 c cheese over the top. Pour water at the edge of the casserole into the bottom. Cover and bake at 400 for 25 minutes. Remove the cover and let stand for 5 minutes. Cut into wedges.
