     Beef & Rice Fiesta Bake

Ingredients
1 lb ground beef
salt & pepper, to taste
1 cup onion - chopped
1 cup green pepper - chopped
1/2 cup water
2 (14.5oz) cans diced tomatoes, undrained
2 (4.5oz) cans chopped green chiles
2 Tbls chili powder
1 tsp ground cumin
 
1 1/2 tsp sugar
1 tsp dried oregano
4 cups rice (cooked, long grain)
1 cup sour cream
1/2 cup green onions - sliced
1/2 cup skim milk
1 cup sharp cheddar cheese

Instructions
Preheat oven to 375 F. Season beef with salt and pepper. Brown beef, onion and green pepper in large skillet over med-high heat. Cook until meat is browned, breaking up any lumps with the back of the spoon. Add water, diced tomatoes, green chiles, chili powder, cumin, sugar and oregano. Stir and bring mixture to a boil. Reduce heat to low, cover and simmer for 10 min. Uncover and simmer for 2 more minutes. Remove from heat and set aside.
Combine rice, sour cream, green onions and milk in a bowl.
Spray 9 X 13 pan or casserole dish with cooking spray, then spoon rice mixture into casserole dish. Top with the beef mixture and sprinkle shredded cheddar cheese on top.
Bake for 30 minutes or until heated through and cheese is bubbling on top.
