In Large Ziplock bag, combine everything except rice. Marinate 4 hours or longer.
Spray a skillet with cooking spray, heat to mediun-hot, add beef mixture with marinade and cook 5-7 minutes, until beef is done and sauce is thickened.
Add cooked rice, stir to mix in.
